Phoenix Drought

In an April 28 presentation from Water Services Director Brandy Kelso and Water Resources Manager Dr. Max Wilson stated that there may be a need to enter Stage 2 in late 2026. However, Phoenix remains in Stage 1 which focusses on conservation, outreach, and efficiency.

Additionally, staff shared that the timing depends on Colorado River conditions and federal discussions. Phoenix is expected to begin relying more heavily on backup water supplies in 2027.

Staff will present to the Council again in the fall with more details.
